E3 leaders and Zelensky set out five conditions for a 'just and lasting peace' at London talks

Meeting in the 'E3 plus Ukraine' format in London on June 7, 2026, UK Prime Minister Keir Starmer, French President Emmanuel Macron, German Chancellor Friedrich Merz and Ukrainian President Volodymyr Zelensky issued a joint statement setting five conditions for a 'just and lasting peace.' Per GOV.UK: (1) a stop to the fighting, with Putin called on to agree to an immediate and complete ceasefire; (2) the current line of contact as the starting point for negotiations, with international borders not to be changed by force and Ukraine's sovereign right to choose its security arrangements and alliances respected; (3) robust, legally binding security guarantees once a ceasefire enters into force, building on commitments made in Berlin (December 2025) and Paris (January 2026) and including deployment of the Multinational Force – Ukraine; (4) compensation for war damage, with Russian assets to remain immobilised until Russia ends its aggression and provides restitution; and (5) safeguarding of European security interests, with any negotiation elements touching the EU or NATO requiring the consent of the EU and its member states and NATO Allies respectively. The leaders also vowed to 'scale up' Ukrainian air defenses. The statement closely tracked an open letter Zelensky had addressed to Putin days earlier.
